Your listening to too many people, some of which are giving you very bad advice. Pick an experienced expert and be accountable.
I can help if you have a local experienced mechanic that can take direction.

I agree that the bypass should be removed and the correct insert
installed. I'm getting one from TMeyer with their thermostat before I
install the drivetrain. Either way, the engine overheated before I
installed the bypass. However, the bypass was installed before and
after the rebuild, so that's a pretty fair point but it won't be a
       variable after the install.

The fans were puller fans that was actually pulling air out the back.
Fairly easy to tell. The reason I put the vents in the hood was a
phone call with a Pantera vendor telling me that hot air would be
trapped behind the radiator. So I put the vents in figuring they knew
       better than me.

I heard about the temperature gauge being off but mine was within 10
degrees of the mechanical gauge and was definitely overheating to the
point of the pressure cap blowing and after that, I decided to rebuild
the engine. No difference after the rebuild.

The engine would overheat whether I was driving on the interstate or
stopped in traffic. Stopped in traffic would cause it to overheat
quicker but the end result was the same. The Accel distributor was set
at the factory specs but I can't remember what it was. I want to say 8
btdc, but it's been decades. It started up great and didn't ping
       (8.5:1), just would eventually overheat.

I do appreciate everyone's insight and help. I take all opinions
       seriously with this Pantera group.

Could your timing be retarded by bad timing marks or? I think that
       can
         cause overheating.

I did install a plate for the bypass thatas under the thermostat. I
bought it from Pantera Performance back in 1990ish and was one of the
first things done to try and keep it from overheating. It had a
       penny
soldered in the hole, completely blocking the bypass. It made no
difference at all. Tried all the correct thermostats with different
opening temps, and even no thermostat, but no luck. I focused on air
in the system after that but it still overheated. Bought an aluminum
radiator with puller fans from Pantera Performance, then installed
       the
vents in the hood and it still overheated. Installed a high volume
aluminum water pump and it seemed to take longer to overheat but
       still
would overheat. I replaced the water pipes with a larger water pipe,
that looks like shit, but I was desperate, and again, it took longer
       to
overheat but still eventually did, even on a cool day. Sent it to a
radiator shop and he came to the conclusion that the engine needed to
be rebuilt. Mainly because he couldnat find any reason for
overheating. So thatas what I did. Stock rebuild and open chamber
heads, and it still overheated. This was back in 1991-92. The head
gaskets were installed correctly and the block and heads were
       inspected
         for scaling, then hot tanked.
Since a much stronger engine is about to be installed, Iam thinking I
need the best cooling system possible so I donat have to worry about
       it
         anymore.

moved a few degrees from cruise to stopped in traffic. I truly canat
say enough good things about this setup, and I no longer have my eyes
glued to the temp gauge - ever!!!
