[DeTomaso] Seat Belt Retraction Fix

Hi Mike,
My car is a '74 (#6598). When I bought it, the retractors at the base of
the bulkhead were gone, although the cover plates are still there. There
are retractors in the sills, with a sliding buckle in the middle and the
seat belt terminating at the bolt to the side of the headrest that
secures the bulkhead. I looked into replacing everything to get it back
to original, but the vendors I checked had eye-watering prices that were
out of stock anyway. I just wanted it to be functional again, and the
current setup seems pretty safe to me, it's just a bit odd to adjust for
a snug fit compared to "normal" seat belts in other vehicles.
