[DeTomaso] L-model turn signal pod drain holes?

All,

Hiroshi Miyata in Tokyo is restoring his 1973L and has a question. His car has what appear to be drain holes in the bottom of his front turn signal pods on the underside of the fenders:

I don?t think those are original. He is about to have them welded up but wants to know if the cars came this way from the factory? Should he keep them? He said they were both plugged with rubber plugs?
