I've seen this on other auction sites too. It's to prevent bidders from swooping in at the last second to steal an auction from a high bidder (I think the term is "sniping") . It gives bidders an opportunity to respond. If there's a bid in the last minute or two, they automatically extend the deadline. It makes it more like a real live auction, where bidders can go head to head until someone gives up.
