[DeTomaso] My car is on BAT

In North Carolina we run into this a lot since Alabama and Georgia
have ownership transfer through registration.  For me, in NC, a
notarized title only state,  it was sufficient to have the last 3
bills of sale presented and the plate transfer paperwork. At the time
I had to go to the central office in Raleigh but I bet this is handled
at all the plate offices now.  It's a little onerous but it doesn't
present a barrier.
