[DeTomaso] What is this under the driver's/passenger's floor panel

Appears to be a piece of yellow electrical tape, I'd just remove it.

The attached pic is of a doo-hicky attached to the bottom of both the
driver's and passenger's footwell floor panels.  My builder is wondering
what it is as am I.
Can someone please enlighten us?
