 Excerpt from board meeting minutes:
2022 Fun Rally. The Ak-Chin Hotel offered to apply the $10,000 cancelation fee from the 2021 rally to the 2022 rally. They presented a contract with a lower room guarantee. The BOD and the chapter presidents voted to accept the contract. The rally will be April 20-24, 2022 in Phoenix. We anticipate a track event

I was also a bit confused/upset at the decision until I read the minutes of the board meeting where it was revealed that the hotel decided to apply the $10,000 cancellation fee as a credit to the 2022 event. 

That removed most of my concern. 

As for lack of nearby shopping, well.......BFD
