[DeTomaso] NPC Power Steering Blues

My daily driver (2003 Buick Regal GS) power steering is going south.  Occasionally, tuning left, while turning the steering wheel, at maybe 1/2 full turning, it doesn't want to go farther.  Feels like it hits a mechanical stop?  Most of the time it works great.  

I recently had the inner and outer tie rod ends replaced, just before this started.  I looked and don't see anything obvious, but the timing is suspicious.  I suppose one outer end might be binding, but it seems like that would happen every time I turn the steering wheel?
