Horses need to have their tails swinging free unhindered by attached contraptions. Bridles, bits, saddles and riders are quite enough without this unnecessary nonsense. 

If a horse rider desires more visibility at night he can attach cheap bicycle blinkies to the saddle, his boots, the collar of his shirt etc.
