Let me give a strong "Amen" to Ken's comments!

Denny, who is restoring my car,  sent me pictures of massive rust which had been covered by sheet metal just welded over the top of it, and then painted to look beautiful.  None of that would have been visible or knowable until the top layer of metal was removed.

I think potential rust issues hold prices down unless there has been a professional inspection or details of a restoration.  Looking at the photos, the headers are rusty and the gauge and switch bezels show corrosion.  That would seem to indicate that stripping and metal repair was or is required.  Maybe the car was stripped and rust repaired before painting?  I don't see evidence of that.

In my foolish days I bought a 72 project that had been repainted and the seller claimed was rust free.  It looked pretty good to an amateur.  After buying I saw issues, had it stripped, and in the near future will have the metal properly repaired.  It seems crazy to cover rust with bondo and paint, but that appears to happen.
I would strongly suggest that anyone restoring a Pantera have a set of photos showing all the metal repair.
