It is possible to R & R the windshield without removing the dash. What's not so certain is welding up any possible missing metal with the dash in place. The vinyl dash covering will necessarily be P.D.C. to any weld areas; a judgement call by your welder. Also note- it's not really necessary to completely remove the dash- maybe just pull it away a couple of inches and use wet towels to protect the vinyl. MIne was pitted but not perforated so heavy epoxy primer plus adding glass-specific RTV to the cavity worked for me.
Cutting the windshield gasket to remove the glass is easiest but gaskets are around $250. If your gasket is still quite flexible, removing it & reinstalling it via instructions on Mike Daily's PanteraPlace.com instructions should work. Expect gasket leaks around the body metal UNLESS you seal the installed gasket under the lips with glass-specific RTV, all the way around. Such RTV is transparent when cured and cleans easily if you do it soon after sealing the gasket edges. This is harder to do if you insist on reinstalling the stainless trim pieces. In this process wanted to get my car painted black below the waist line.
I am more-or-less after this look, although going to keep the hood and deck
lid in red:

Here are few questions, is someone could help with:
1) What is the correct black color to use; seen some US gts cars with
metallic black, some Gr4 cars using matt black and was thinking to use
plain, semi-gloss black (as it seems this car has);
Is there any that is more or less correct than others?
2) On this car noticed a bit strange way how the black color line
"drops-down" in front just behind the front bumpers; is this how factory
painted them?
seems much more logical to keep the line going along the front crease line
similar to what it does in the rear?
3) Would someone know the source for side stickers as they are used on this
car (or have a correct sized artwork that I could get them made myself)?
4) In same process would like to remove my windshield and check if I could
find the place where water comes trough into the foot area, especially fuse
panel area.
Mine is a early, 71 car with just 2 piece windshield rubber trim and it is
presently sitting really nicely (seen some panteras where this trim sits
pretty rough, standing away from the rubber, especially at corners).
My painter is really afraid to have windshield removed but I was advised
here that this is a must if I want to come to the bottom of my water leak
issue.
Are there any tips/advices on best procedure; from reading on the forum
seems that pushing from inside at upper corners with all rubber and trim
still in place is the right way to do it?
But, I guess, if I am replacing the gasket it might be safer to cut the old
one out and then gently remove the windshield?
On early car (with dual pod dash) I hope it is possible to install new
gasket/windshield without removing the dash?
