it is quite normal for any lazy window motor to work ok down but the 
load is far greater to lift the glass upwards so slow up and fast down 
is quite normal and common

very unlikely to be switch or circuits but you could clean away all old 
sticky lubricant and  spray with  light oil on all moving parts . Then 
put talcum powder on glass brushes or rubber and running channels where 
glass contact plastic  or rubber or brushes.

after that if still not acceptable you need a new motor or a rebuild of 
the motor
