I came up with this idea before John came up with his design.  His will work if you prefer to buy a ready made system.

You would wire a normally closed relay to the two wires going to the
limiter switches from the headlight relay. The relay that you
install
would interrupt the hot wire going to the headlights themselves,
effectively not allowing the lights to come on until the buckets are
all the way up.

One quirk I see would be the headlights would flash just the instant
the motor starts, then come on when motor stops

Rich, no need to change your headlights if you are satisfied with
them. Just use a relay to delay the headlights from going on until
they are all the way up. You can do that by using the same micro
switch that stops the lights from going up and attach a relay so it
closes when the headlights stop going up.

I took the motor apart and inspected it.
It is in good condition.
The lights will go up faster when I rev the motor, bringing more
power
to them.
Based on what people said, I think my problem is that I have
aviation
landing lights.
I kind of forgot about it.
They have been in the car for over 35 years.
The light bulbsA suck up all the power from the motor when going up.
They always worked well, so I have not messed with them.
I guess I will look at LED lights.
