Pantera electronics has a retrofit system that does exactly what you describe.

  What constitutes "raised nicely"?  2 or 3 seconds?
  I'm not sure how many amps the headlights pull, maybe not much???
  You could add a separate switch to raise and lower the lights, so the
  headlights are not sucking current?
  I suppose you could add a circuit that keeps the light off when the
  motor is on?  Maybe a relay in series with the power going to the motor
  that cuts the power to the lights?

  When we went through the headlight mechanism I found that one of the
  field magnets in the motor had come lose and was up against the other
  magnet - which is not going to help the motor work well.  I JB welded
  the magnet back where it belonged and headlights raise nicely.

  If you havenat done it already, I found swapping the gear from the
  factory plastic to bronze (plus liberal lubrication) made a huge
  difference in raise/lowering speed (itas the same one used for the
  windows). Rob DaOrazio installed linear actuators for his headlamps,
  and itas not only quick, but enabled him to delete the headlamp
  rotational bar, which makes accessing the radiator a lot easier.
  Sometime in the early a80s, the headlights on my dadas Pantera slowed
  wayyyyy down. I remember he replaced the motor, and the lights would
  raise in half the time. Evidently the motors arenat sealed well from
  the elements, and umpteen years of dirt/heat/moisture can really take
  its toll - not  to mention you can use an egg timer to measure the
  speed.
