Mr. Kim shouldn't bother selling the car as a finished vehicle. Simply 
sell the car as a roller like Superformance does and let the consumer do 
their own powertrain. Not everybody would want the proposed engine Mr. 
Kim had earlier settled on. This was an idea that Kirk Evans had years 
ago to offer a tube-frame roller, but he did not bring his concept to 
fruition.

   The FAST Act is a very large bill with many, many provisions (74 pages
   long!).  SEC 24405 and 24406 are the ones related to small replica
   manufactures.
   Implementation is to be by the Secretary of Transportation (Elaine
   Chao) and the Administrator of the EPA who was Scott Pruitt (not the
   racer) until his resigned and now acting EPA admin is Andrew Wheeler.
   Probably implementation of this one of the many provisions in FAST is
   just not on anyone's radar.  What's needed is an enthusiast that
   happens to work in one of these departments that can act as a zerk to
   grease the squeaky wheel!

     reality is that they make up a tiny portion of the machine that
     actually runs the country. They may come and go, but these unelected
     bureaucrats are where the REAL power lies.  If the politicians pass a
     law they don't like, they can just drag their feet and wait them out
     until new politicians arrive to take their places.
     I wish I had a solution but of course I don't....
