How do standards on cars help ignorance on the part of sellers/owners?

The car was advertised at $45K Oct 2014 at South Beach Classics, I think that's the guy on the reality TV show. If you've seen that show then the now owner probably believed everything he was told at the time and just sat on it as an investment.

This is why I think some standards would help:

The seller says:
The car is all original original matching engine. original interior and also even still have the sideway radio which was a main feature on this cars when they were built. it has a 5 speed manual transmision which came with the car from factory this was a huge upgrade at that time. The car is solid with no rust on chassis and bodywork. There are a few bubbles under the paint but nothing serious. will need a good paint job to make it perfect.
The car is clearly not original, the front bumper and mirrors, and maybe color??? Painted wheels??? And it has 5 speed which was a "huge upgrade" from the factory. The air cleaner, valve covers, fluid lines, etc are not original. And has bubbles in the paint, but no rust??? I can just imagine how much could be spent on rust repair on this car from Miami, with all that great salt air.
I suggest that cars advertised like this are what kill any hope of respect for Panteras.
Seller also has issues with grammar and spelling, are you kidding me?????
