The plastic gear is internal to the mechanism and is not visible without disassembly. If the mechanism is not jammed you should be able to insert the window tool, or I believe a large flat screwdriver, and manually raise the window.

Swapping the switches was an excellent first step, sorry it was not that simple for you.
