Yes, I had those in mine.

Upper end was riveted to inner fender, lower welded to shock mount.

Those are rivet heads you are seeing. Most of the Ford recall cars (suspension or shock mount reinforcement ) had those visible.  The later cars had much stronger mounting flanges and the repair was. I longer required.
