You are correct the 'inner tie rod' is the pivoting end that the outer tie rod threads onto, that said this thread was labeled NPT and Ken clarified that the question was not related to his Pantera.

Whilst it sounds like the shop wants to rip him off - I still have to wonder what the inner pivoting end of the tie-rod is called, if not "inner tie rod end"?

I would call and ask the manager how they plan to replace things that don’t exist. Either they planned to cheat you or didn’t even look at the car
Does your state have a board of automotive repair to report fraud to?
