Best option is to use a new windsor/351C hybrid cast iron block.  These
have 9.2" deck, 351C mains, Windsor front, 4-bolt mains.  And then, use
351C style heads.

This keeps the original style engine, headers, brackets, "the look", but
you get a newer, stronger block.

Many shops will build an engine like this.  $10K is probably possible, but
that's pushing it.  Just don¹t go too nuts on HP.  If you build with the
most common parts, you'll have more HP than you can use.
