There was a Ford service bulletin that mentioned that line that you are talking about. It was to vent air out of the radiator and it may have been installed by the dealer. I don't believe that any of the early cars had that installed from the factory. My March 1973 built car did not have that line, but I am not sure about the cars built after mine.
