[DeTomaso] Inner Front Wheel Bearing Shield- Needed or Not?

Popped my LF rotor apart to put in some grease that may have been manufactured in this millennia....and found a very messed up Inner Front Wheel Bearing Shield.   It's inner diameter was larger than the spindle by a long shot.....but slight smaller than the OD of the inner wheel bearing race. If I were to mount it...it would be difficult to center it!  Not sure how it was mounted in the first place.
It would appear that prior life led to a situation where the torqued hub assy actually spun a bit, and sort of machined a larger hole in the shield......now making it difficult to center AND possibly allowing the inner race to be supported off center (if this piece were to shift.)     Like I said, the ID is such that it is just smaller than the OD of the inner race allowing for perhaps a .045" or so "grab" if you were to get very very lucky!
Car is remote, so will be inspecting to see if rest of the shield is still on the spindle!    Also will be interesting to see if there is still one on the RH side!!!
No American car I have ever worked on ever required this shield......so is this a DeTomaso-ism that these are required to keep from pumping grease all over the inside of the rotor?????

Book also lists an "outer" bearing shield (base part number 1190) unless that is the special washer next to the nut!
Experience with these one way or the other??
