Key on, wire touching the head (won't reach the block at the back), gauge

Sorry sent too soon.
As I was saying, with the wire not connected the gauge should read zero.
Does it? If so, with the key on and the end of the wire grounded to the
engine, does it max out the gauge? I think that would be the correct set of
readings (somebody with electrical smarts correct me if I am wrong)
Assuming I am right, that the gauge should read max if the key is on and the
end of the wire is grounded, then if it is not deliberately grounded but
still reads max, that suggests a shirt in that wire I.e. it is cut somewhere
and grounding out against metal.
Just a guess...
At least you know you can drive the car as-is until you come up with a
solution?
