I'm not a mechanic either, but I did stay at Holiday Inn Express once!
I'll bet it's running rich due to the air cleaner, you can lean the carb out a bit too if necessary. I used to have to retard the ignition somewhat too. I'd do it right around the corner from the check station, get it through and immediately change back as it was almost undriveable. Had one Pantera friendly station that would leave one of the tailpipe sniffers on the ground, those days are gone I'm afraid.
I don't know how it works over there, but typically they do an idle and a higher rpm ~2,000 check and each has to be held within a fairly narrow rpm range. Did they give you a printout of the results?
I purchased a n older portable tailpipe sniffer to check and tune my older cars. Now they use a an OBD connector straight into the car computer for the newer vehicles, to ensure a pass on that you get a VW!

I'm not a mechanic but I had the same problem with my Xterra. They were just down the block and my
car was cold. The testing station mechanic said, take it out on the highway and get it warmed up. I brought it
back hot and it passed.

You mean CO and not CO2, right?
My understanding is to reduce CO and increase Nox, you lean the carb -
which should also reduce CO2, since it is a byproduct of burning gasoline.
If nothing has changed on your car, perhaps your carburetor just needs a
good cleaning.
The hardest part is knowing if your changes helped without taking it back
for testing. It would help if you could take it somewhere and tune it to
pass.

Is it sick? Is there something that isn't working properly?
Don't know if it matters but the engine has Aussie closed chamber
heads, a Compcams 282S solid lifter camshaft, MSD 6AL, a massaged
Holley 650DP. Don't think I left out anything that could be relevant
here.
I have 20 days to "fix it" and bring it back for re-testing. Thanks
