[DeTomaso] POCA Membership Dues Analysis

Thank you all for your opinions and input.  I'm following the by-laws for accuracy in the proposed actions and those already happening.
So far, I haven't found true discrepancies, so will continue reading.
If I need extra clarification, I will definitely first address it with my chapter president and then with our POCA leaders.
