Owen,

I am not sure how much experience you have so this is just FYI. I have heard exhaust manifold/header gaskets leak at the head on one cylinder and create a ticking sound that can mimic a lifter tap. Sometimes it can be very convincing.  Just something to verify before you start opening your engine.

Owen,

I do not think you can get a lifter out without pulling the intake on a
Cleveland.

If the noise is in the valve train. I would put a dial indicator on a good
rocker are (make sure it is the same intake or exhaust) and compare it to
the problem one. You just want to make sure the cam did not wipe out a lob
for some reason.

removing a lifter - is the access under the intake manifold or can it be
done down the pushrod bore ?
