Owen,
I do not think you can get a lifter out without pulling the intake on a
Cleveland.
If the noise is in the valve train. I would put a dial indicator on a good
rocker are (make sure it is the same intake or exhaust) and compare it to
the problem one. You just want to make sure the cam did not wipe out a lob
for some reason.

removing a lifter - is the access under the intake manifold or can it be
done down the pushrod bore ?
