[DeTomaso] Were gas tanks mounted on the passenger side from the factory?

I came across this photo advertised as a 1970 pic outside of Ghia. It shows
a Pre-L (not a push button) with left-hand drive and a petrol fill cap on
the passenger side.  Also, are those front hood tie down straps on either
end by the cowling?  Were those rims around in 1970?
