Don't give up.  eBay has a pretty good fraud department.  At least they has always worked for me.
Especially if there is a large $$ involved.  Dig into their website and contact them.  Be persistent.

A couple of weeks ago, I bought on Ebay, a Cleveland block from a US
company called Ausfordparts.
The ad is a "copy and paste " to this one :

I paid for the block through my bank ( The seller would not take Paypal )
and the block has never been delivered. The seller hasn't answered my
reminder, but it is too late to file a claim with Ebay.
Could anybody help please ?
