The photographer got that shot right!  The shadow, the couple "flares" off the paint, and just enough wheel blur to show speed, but still show details.

 I had my car at the Homestead Miami Speedway recently (car show, not racing) and they let us out on the track for a slow speed (under 60) lap with a photographer taking pictures.  I had this one blown up to 20X30 and is now hanging on my office wall.
