Bill , I inspected the two posts and the connections seemed fine so I removed the button assembly , cleaned and polished the relevant areas and tested a good circuit from the tip to the post and connector but had an open somewhere from the collar or stalk to that post . It ended up that wire was broken off at the base of the stalk . I repaired that connection , reassembled the button assembly and the horn switch is now working like a champ ! Couldn't have done it with out your tutorial , so MEGA THANKS BILL ! ! ! - Jim

Jim,
Attached are pictures re the horn stalk button,
I would first look at the two posts where the horn wires from the stalk
attach to the horn wires which go to the harness connector. These wires are
often broken.
Reinstalling the chrome horn button can take a bit of force, so be
careful.

switch that is fine accept for the horn button which doesnt close the circuit
when tested with a VOM . I would like to attempt to repair it so I thought I
