I believe that restrictor plate should be installed to depth that its flange edge in flush with block surface. That is how install them.
 Bud #3400 ( Drive it like there is no tomorrow -- for there may not be ! )

  I have question about installing the brass restrictor plate.

  Is there a desired depth it should be down from the flange?

  Besides the  top hat reducing the hole in the plate when hot, does the
  outer body of the thermostat bell make contact with the plate?

  If by Not Correct, you mean it's not a Robert Shaw, you are correct.

  It is the same design as Ford used. Part # D5UZ-8575-A


  I've run this same style since 1975 in my 1970 Mustang Mach One 351C-4V

  and I have one in my Pantera. with substantially (2x more) power and I

  truly struggle to reach 180-190 even in Savannah Georgia in the
  summertime.
