I would agree except it could be a chance for someone with time and skill and not much money.  I have seen some of the TV shows where they start with something worse.  It would be a LOT of time and work, but if prices hold or rise, it may be worth it for someone.  But they need to understand what they are taking on.
Rust seems to be a strange beast.  May not be uniform everywhere, but a buyer would have to look over the car VERY carefully.
