Even then it's not a certain success. If the lengths of the control arms
and the tie rod aren't exactly correct in relation to each other you can
have as much bumpsteer as ever before.

If nothing else, this ought to lay to rest the notion that putting the
tie rod parallel to the ground is always a good idea. That would only
apply if both the upper and lower control arms were also parallel to the
ground.
