If and I mean if there is extra money that has no purpose for being in the POCA account, I would propose increasing the amount of money sent back to each chapter instead of going back to each member.

The problem is that POCA has no information on Associate Members except 
their names. We don't even know if they want to be an Associate Member or 
if they even real. In my view this is a problem with the By-Laws in that it 
gives Associate Members full rights to vote *even though they have not paid 
to be a member*. As it stands only about 45% of the Members *don't* have a 
listed Associate Member. I don't have the Member database, but I'd be 
willing to bet that most Associate Members are with long-time Regular 
Members of POCA. 

(Interesting aside, one of the members in my chapter has me listed as his 
Associated Member. There is nothing in the By-Laws that would preclude him 
from doing so. As a result, I should have been eligible to vote as his 
Associate Member. I'd be curious to see if he voted for me as his 
Associate.) 

So all you Members without an Associate, you are being under-represented 
and under-served by the Club. Either get the By-Laws changed so that only a 
paying member can vote, or add your spouse, dog or cat, heck why not your 
car as the Associate Member so you can vote twice. Or add me. 

Now you may ask how that can be done? The Board likes the *status quo* so 
they are unlikely to vote to change the By-Laws. Well in the changes to 
Article X of the By-Laws, Amendment of the By-Laws, which you passed in 
April of this year, I added in something sneaky to give you 
underrepresented people a way to petition the Club for a vote to change the 
By-Laws. The rest of the Board in their usual fashion didn't pay attention 
to the consequences and so it became part of the By-Laws. 

Section 1 (b) of Article X, Amendment to the By-Laws, reads as follows: 

"...or five percent (5%) of Regular and Associate members in good standing; 
may propose amendments to the By-Laws by submitting proposed amendments in 
writing to the Secretary. Members wishing to propose an amendment may 
request the Secretary to send one electronic communication to all members 
containing relevant information about the proposed amendment and the 
procedure for supporting the proposal." 

After that the usual voting procedures apply. 

So do yourself a favor and demand a vote to only allow paid Members to 
vote. That'll shake em up!
