Bud,

Race sanctioning bodies establish an arbitrary cutoff date for belts (usually 5 years) for no really good reason that I can see. While its possible that under extreme circumstances belts can decay after many, many years, five years is just silly. 

Those same sanctioning bodies won't allow stock belts at all, even if they are brand new. 

Most non-race outfits are much more reasonable. They will mandate racing belts for the higher speed classes but won't fuss with trivialities like the age of those belts. I am assuming the organizing body for the POCA track event is suitably enlightened on the subject, but it pays to be sure just in case.
