While you have nothing to lose by contacting the AAA, I wouldn’t be particularly optimistic. I applied for an International Drivers License many moons ago and it really isn’t worth much… it is basically a document that translates your home country documentation into a bunch of other languages. It is not valid by itself – only accompanied by your home country license. It doesn’t give you any additional rights. It isn’t mandatory. I was never asked for one while living overseas. And if you are more than 6 months in a foreign country, you need to obtain a “local” license.

I would suggest that your friend contact AAA (not AA , that's a different hobby) AAA handles issuance of international drivers licenses in this country ( for people panning on driving over sea's) I would think they should be able to shed some light on the solution.

When you get plates $50 ish you sign that you will have insurance while
driving.
If your car is over 25 your plates are $25 for life.

problems for as long as you want, just don't get caught driving it on

street.

don't
have to have insurance because you are not going to drive it on a
public
road.
When you want to drive it you have to prove you have insurance and pay

I think many States (NV certainly does) require that the car be insured
to
maintain registration/tags and there is an obligation for insurers to
report
to DMV when cover is canceled. This effectively forces someone to
maintain
the car registered at a US physical/mailing address on behalf of the
visitor
or for the visitor to maintain a US address. The latter can be achieved
via
one of the many PO box companies, many of which will forward mail
overseas.
I used a service in Miami that would forward mail and small packages to
Colombia during my period there.
The above registration requirement for continuous insurance may make it
difficult to get a rider on his/her overseas policy just for periods
he/she
is in the US and I would not rely on DMV accepting that for
registration.
Obtaining a US drivers license used to be as simple as knowing a few
words
of Spanish and taking the test, but the rules all changed post 9/11 and
then
DMV would only renew my license at the time for the valid period of my
work
visa. Then again maybe it was because I mentioned I wanted to learn to
drive
HAZMAT commercial :), just kidding you can't get a CDL whilst on a
visa, I
did try!
