Me thinks that all chapters should be encouraged to have their own Rallys rather than compete for them. Our numbers are dwindling too much to instill competition.
We should have more than one Rally per year and in more than one location. It is silly that there is no Rally on the east coast.
Rallys are a lot of work to produce and the chapter shouldn't have to share profits. 
For our Rally, POCA made it more difficult to produce than if we had done it ourselves. That won't happen again!

    This may get Chapters competing
