[DeTomaso] pantera headlight adjustments

Hello All,
 
We are trying to finish my car and the last hiccup seems to be the  
headlight buckets .
 
They come up and down so obviously the headlight motor is working.
 
There is a light chattering when they come up . When I go to close the  
chattering is almost like choppy and rough. 
 
There is nothing binding or catching the buckets. If I put slight  pressure 
on the buckets the chattering stops.
 
I pulled the motor and the motor bracket to investigate. Brass gear is in  
place and all looked fine. I pulled the main gear that engages with the 
sprocket  and cleaned all. Should there be a washer under the c-clamp or the 
brass  gear?
 
All help would be appreciated as I want these headlights to move smoothly  
up and down.
