I think the open position and gear engagement have a fixed relationship, but you could adjust the open switch to slightly reduce how much the bucket rises, and then adjust the light assembly to aim a bit higher.

Subject: [DeTomaso] 1972 DETOMASO LIGHT BUCKETS
Hello Friends,
My Car has been in the body shop since last labor day .
I went to pick up the car and when I tried the headlights they seem to
come up fine. When I try to lower the buckets , they are very choppy
when lowering . Upon watching ,I noticed that when the buckets come up
each bucket is about a half to 3/4 inch higher than the body.
I looked at the sprocket and where it meets the actual headlight motor
gear the sprocket is on the last notch . I believe this is the issue
but I do not know how to adjust .
Can anyone tell me how to adjust the headlight bucket movement so when
the buckets are fully up the sprocket does not land on the last notch.
This way the headlight motor gear will not start choppy when lowering
because it is trying to catch.
Best,
Bob Levitt
