Keep in mind, Ken, what Mikael said - the really silly taxes are for newer cars. Cars that are between 25-35 years old or older have a more reasonable tax rate. ON the other hand, is there an opportunity to buy a late model car that's been in an accident and fix it up? I dunno. 

Michael - it just might work. I produced a bill-of-sale that didn't require any sort of certification whatsoever - a contract printed on a dot-matrix printer of the time. It would be quite easy to doctor I imagine. I don't know what the consequences are of having someone question your $50,000 pencil and throwing in a Pantera for free though.
