Only if the tires are fairly new.
If they are 10 yrs old no tire shop will do anything with them.

   17-inch wheels will raise it several inches in the air and it will lose
   much of its down-low meanness.
   Also, they are fantastically expensive, especially once you mount tires
   on them.  No matter who makes them, they will require custom offsets
   (that is, they won't be appropriate for use on other, more conventional
   cars or trucks) and exceptional width, all of which come at
   considerable cost.
   If he manages to find cheap wheels, they will look just that--cheap.
   Nothing lets a Pantera down more than fitting it with cheap, junk
   wheels.
   Personally, I would be looking to spend a ton of money on genuine
   Campagnolo or new-production Marvic 15-inch wheels.  While the wheels
   will be on the order of $2000 each or so, at least he can-reuse his
   existing tires, saving him easily $2000-2500 versus what he would have
   to pay if he purchased 17-inch wheels.  And the car's value would be
   greatly increased by their fitment as well.
