       I want to heap praise and thanks on Ed Mendez, who was instrumental
in the success of the Survey Monkey electronic POCA voting and who has
tackled this "excessive bounces" problem.   Gratitude and praise are also
due to Gerry Romack and Asa Jay.   These cyber experts are indispensible.
