[DeTomaso] Thermostat

I see what looks like a modified restrictor plate plate in the block. Possibly a small hole in center in place of hole for Cleveland thermostat hat to fill when at temperature. I believe it is set up to use a Windsor style thermostat. The small hole would allow a small amount of coolant to bypass radiator all the time.

Some one please tell me if this is normal or was it modified by eng builder? I believe stat should have thimble on bottom?
