Your speculation is 100% correct. Backspacing includes a nominal ½” bead
allowance, offset does not. In keeping with this, if you measure the overall
width of an 8” wide wheel, it will be 9”. If the backspacing measurement is
5-1/4”, the actual inside portion of the wheel width would be 4-3/4”. If you
deduct half of the 8” wheel width from the 4-3/4” inside measurement, you
get positive ¾” or 19mm offset (AKA ET19).

   wheel width would be 4-3/4". If you deduct half of the 8" wheel width
   from the 4-3/4" inside measurement, you get positive 3/4" or 19mm
   offset (AKA ET19).
