[DeTomaso] Amerisport Cat Eye Quad Headlight Upgrade Kit (New)

Dumb question: Is this an upgrade for a pre-existing (installed) quad set-up, or is it the whole package - headlights and all. If the latter, is the kit in prime or painted?
