I think it is more than just than CA folks. Almost half of the US States require a form of smog testing in at least some metropolitan areas.
In NV an annual sniff test is required in Clark & Washoe Counties (Las Vegas & Reno) and the year exemption is not a rolling 30 years like CA, it's anything newer than 1968.

It is exempt from all EPA and DOT regs.
 
However, since it was built after 1975, all you CA folks are SOL as far as
emissions are concerned - you still have to pass CARB emissions.
