So long as that could all be done without a bulge underneath the fresh
cover.

Why not a combination of all of these?
Fiberglass tape on the back to form a solid foundation and stiffen up the
structure.
Then fill the actual crack with JB Weld. After that dries, brush on a little
fiberglass resin and use a really thin sheet of cloth to recover the whole
thing to achieve a consisent surface.
Cut and trim the excess after it dries, then re cover.
