Someone please explain this to me?

Question #2:  The gano filter lists these sizes 
. Small - for hoses measuring 1 1/8" to 1 3/8" 
. Medium - for hoses measuring 1 1/2" to 1 3/4" 
. Large - for hoses measuring 1 7/8" to 2 1/8"

It would seem the correct thing to do would be a medium filter with step-down adapters.  Rather than a small filter (restricted flow?) with a step up adapter?

Any intelligent clarification welcome . . . .
