[DeTomaso] NPC - listmanager update

There is one other method available for mitigating the DMARC problem,
but it involves wrapping the originators email -inside- another email.
It's like a mini-archive of one email every time an email is processed.
This would remove the attachment and HTML capabilities (which on their
own create some problems).

So we could try that and see what happens too. I'd recommend we go with
the way it is right now for one day. Then, tomorrow night I make that
one change and we let it go a day and see if it's better or worse and
keep the "better" setting. I'm not against making controlled changes
like this and having the members evaluate and provide feedback. But in
the end, it's not perfect all the way around, we'll have to make due
with what we can, which might not be the "best" anyone would like to see.
